They are managers in 30s, 40s or even 50s who are sent here by their bosses. They are two types of recruits, those who are going to be promoted to higher management type jobs but not quite ready, and weak managers who are given a chance to shape-up and advance in their careers.

When the school instructor is told that the recruits named the school Hell Camp, he says; it is only a name, actually, this is a paradise. People here are to break their conception out. Training at school meant to make the recruits to leave their old understandings behind, be ready to accept a new mindset, and have a correct management mindset.
They are trained here to act like admirals to set sail against their foreign competitors, like GE and IBM. It is a naval academy, same as Komi Kozi School, Japanese navy pilot training during the Second World War.
This is Thirteen Day of tough training, starts from 04:15 each morning. Participants are expected to ware 14 ribbons of management shame on their uniform at the beginning of their training. They are allowed to take off the ribbons after they pass the exam and the instructor approves their competencies.
All the ribbon of shame must be gone before they graduate!!!
